He then noted that off-roaders should “operate their vehicles safely for themselves and other motorists.”
Again, the local police seem to be heavily implying that these off-road vehicle operators caused the accident – and that they may have violated various laws. Perhaps most notably, the police chief seems to suggest that the off-road vehicles were not permitted on the road where the crash occurred.
